Notwithstanding the Power of Attorney, you must personally sign the necessary statutory declaration or other documents required by HDB relating to the purchase/resale of the flat.

If you are signing the Power of Attorneyi Overseas (outside Singapore), your Lawyer will send (by courier or airmail) the Power of Attorney to you so that you can make arrangements to sign it in the presence of a Notary Public or Singapore Consulate Officer in the country of your stay.

Your Power of Attorneyi must be signed by you under seal in the presence of a Lawyer in Singapore or a Singapore Consulate Officer/Notary Public officiating/practising in the country of execution, and thereafter, your Lawyer will deposit a copy of your Power of Attorney at the Registry of the Supreme Court/High Court in Singapore and the Court will assign a Registration Number for your Power of Attorney.

You can appoint almost anyone to be your Attorney. But as you will be entrusting important matters to your Attorney, he / she should be an adult person (such as a relative or a close friend) whom you can trust.

There are generally 3 standard formats (see items 1 to 3 in the table below) prescribed by HDB which do not require HDB's prior approval, and you should inform your Lawyer of the purpose or purposes for the Power of Attorneyi.

How to apply for Power of Attorneyi Online and Offline

Only the Donor (the person giving the powers) need to sign the Power of Attorneyi. Your proposed Attorney need not sign any document nor attend at our office.


If you are signing the Power of Attorneyi overseas (outside Singapore), you will need to sign it in the presence of either a Singapore Consulate Officer officiating in the Country of your stay or a Notary Public (who is duly appointed in that Country).

It is our preference that you sign the Power of Attorney before a Singapore Consulate Officer (if available) as the authentication of such an Officer is easier to verify than a foreign Notary Public.

>>> For Execution of PA in Singapore, when the Power of Attorneyi is ready for your execution, we will email or contact you to attend at our office by prior appointment to sign the PA in the presence of our solicitor. Alternatively, please contact Annie at (65) 6338 1810 to arrange for an appointment. You have to bring your Identity Card when attending at our office.

Please allow us about 2 to 4 working days to process your application. If you require the PA urgently, please inform us when you submit your application or contact Annie at (65) 6338 1810.

We do not however warrant or guarantee whatsoever that we will prepare the Power of Attorneyi within any time period or at all.

Matters after Power of Attorneyi is registered

In October 2002,  HDB has revised its requirements of submission of the original POA or a certified true copy from the High Court for sale, purchase or subletting of an HDB flat.

The new requirement is to submit to HDB any one of the following documents:-

Once a copy of your Power of Attorneyi is duly deposited at the Supreme Court, HDB requires your Lawyer to furnish a Letter of Confirmation addressed to HDB that he or she has used HDB's prescribed standard format.

Collection (PA) (1)

How to collect registered Power of Attorneyi (HDB)

Once the Power of Attorneyi is duly deposited at the Supreme Court, we will send the original Power of Attorney in accordance with the "mode of collection" selected by you. Please allow at least 7 working days from the date of your execution of PA at our office or our receipt of your PA from overseas to deposit a copy of the PA with the Supreme Court and thereafter, release the original PA to you.
